MEDITERRANEAN CHAMPIONSHIP of PUREBRED ARABIAN and ANGLO-ARABIAN
at the “Ten. Col. Pinna” Racecourse in Sassari (SS), Sardinia, Italy

Article 1: Races
As provided by its statute, the Mediterranean Horse Union (U.I.M.), in collaboration with the Agricultural Research Agency - Agris Sardegna (hereinafter AGRIS), promotes the organization of two races for Anglo-Arab horses and purebred Arabian horses, whose race conditions will be as follows:
“UNIONE IPPICA DEL MEDITERRANEO - Jockeys Tournament 2019 of the Sardinia Meeting” PRIZE International by invitation (conditioned)
€. 15,400.00 (5,950.00 – 2,618.00 – 1,428.00 – 714.00 to the owners and 1,820.00 – 700.00 – 280.00 to the breeders).
For colts and fillies of 3 years of Anglo-Arab breed regularly registered in the Stud Books of their countries of origin, recognized by the International Anglo Arab Confederation, with an Arab blood percentage equal to or greater than 25%. Weight kg. 57. Penalty of kg. 1.5 for each sum of €. 2,500.00 won since 01.01.2019 (maximum penalty kg. 6). Allowance of kg. 5 for horses qualified as Fondo Arabo.
About 1,500 meters. (See art.4 of the Regulation for the assignment of mounts).

For colts and fillies of 3 years of purebred Arabian, recognized by Waho and in possession of an identification booklet. Weight kg.56. Penalty of kg.1.5 for each sum of €. 2,500.00 won since 01.01.2019 (maximum penalty kg. 6).
About 1,500 meters. (See art.4 of the Regulation for the assignment of mounts).
Races reserved for horses trained in the active member countries of the Mediterranean Horse Racing Union (UIM) that organize races for purebred Arabian and/or Anglo-Arabian horses or in countries invited by the UIM.
At the time of the final declaration of runners, a maximum of 13 starters per race will be accepted, possibly guaranteeing the participation of at least 2 horses per nation.
In case of elimination, a draw will be held to identify the country or countries whose runners must be reduced. The horses from the countries selected in this way will be eliminated in descending order of sums won for victories and placings from January 1, 2019. In case of a tie in sums won, a draw will be held.
If at the end there are fewer than 13 starters, the reserve horses will be kept in descending order of sums won for victories and placings from January 1, 2019, regardless of their country of training. In case of a tie in sums won, a draw will be held.
The list of jockeys nominated to ride in the races must be sent at the time of closing entries.
Article 2: Invited countries
Date of the races: July 26, 2019
Prize money: funded by AGRIS – Agricultural Research Agency of the Autonomous Region of Sardinia.
Maximum number of starters: 13 starters per race.
Invited countries:
- The active member countries of the UIM that organize races for purebred Arabian and/or Anglo-Arabian horses: Algeria, France, Italy, Libya, Morocco, Russia, Spain, and Tunisia.
- By individual invitation, countries wishing to join the UIM in accordance with its statute.
Article 3: Participating horses
Horses registered in the Stud Books of Anglo-Arabian and purebred Arabian horses may participate in the races,
regularly provided with an Identification Booklet and Certificate of Origin certifying registration in the Stud Books of Anglo-Arabian horses of the country of origin and/or affiliated with WAHO, as designated by each national horse racing authority member of the UIM (or by the invited horse racing authority) in the number of two horses per invited nation for each race. As for Italy, the designation of the horses will be made by AGRIS, as the financier of the races.
A complete copy of the identification booklet in accordance with the requirements of the Technical Bodies and a detailed record of the performances of each horse to be entered must be provided to the Sassari Racecourse by June 27, 2019 (registration deadline for horses running for the first time in Italy).
On the identification booklet of the horse coming from abroad, a valid visa as a temporary export permit must be affixed by the competent technical body for each nation. In the absence of this, the horse will not be admitted to the race.
The races will be held in compliance with Italian national regulations.
The race conditions, weights, and qualifications for sums won will be established by the Racing Company, subject to the favorable opinion of AGRIS and approval by MIPAAFT.
Article 4: Participating jockeys
Jockeys designated by the horse racing authorities must hold a valid riding license issued by an Italian or foreign horse racing authority and must have complied, before the final declaration of runners, with the formalities required by the Italian horse racing authorities (MIPAAFT – Horse Racing Department) to be authorized to ride in races.
The invited countries (Algeria, France, Italy, Libya, Morocco, Russia, Spain, and Tunisia) that do not enter their own horses in the two races of this Championship may still take part by sending two jockeys to represent their country, undertaking to select experienced and prestigious jockeys.
These jockeys will ride horses made available by local trainers, assigned to them by public draw in the presence of a representative of the Mediterranean Horse Racing Union and/or sent in real time to the Technical Consultant of the Mediterranean Horse Racing Union by video recording.
If, at the close of pre-entries, the number of jockeys from invited countries wishing to participate in the races exceeds the number of local horses available, the number of jockeys participating in the event may be reduced to one per country.
Among the jockeys from invited countries participating in the two races, a ranking will be drawn up, based on the order of arrival of each race according to the following points: 10 points will go to the first place, 8 to the second, 7 to the third, 6 to the fourth, 5 to the fifth, 4 to the sixth, 3 to the seventh, 1 point to each participant not placed in the top 7; placements of horses ridden by Italian jockeys exceeding the two jockeys designated to represent Italy in the ranking will be excluded from the ranking for the purpose of awarding points.
At the end of the two races, a ranking by nation will be drawn up, in which the best score, for each race, achieved by the jockeys representing each nation will be entered. The jockey who has achieved the highest score among the representatives of the first-ranked nation will be awarded the title of 2019 Jockeys’ Tournament Champion of the Sardinia Meeting. In case of a tie, the ranking order will be determined first by the highest number of wins, then by the number of best placings, and if the tie persists, a draw will be held.
The Sassari Racecourse will offer honorary prizes to the jockeys with the highest scores representing the first, second, and third ranked nations and will undertake to ensure that foreign jockeys participating are paid riding fees at the rate in force in their own country, through an agreement with the Horse Racing Federations of the guest jockeys.
Article 5: Pre-entries and hospitality
Each invited country may enter two horses or two jockeys who will ride local horses for each of the two races. Countries wishing to participate in the Championship must notify their intention by June 13, 2019 (pre-entry deadline) to the Sassari Racecourse specifying: the number of horses they wish to enter or, alternatively, the number of jockeys, the number of people who will attend the race, and any need for assistance in applying for an entry visa to Italy for the participants.
The Racing Company will arrange hotel accommodation for 2 nights, transfers to and from the airport, and a social program for: owners, trainers, and jockeys of the participating foreign horses (maximum of 3 rooms for each horse) and two representatives for each foreign horse racing federation (maximum 2 rooms for each federation), possibly accompanied by their ladies.
The Sassari Racecourse will also organize the stay of foreign horses and their grooms at the racecourse.
Article 6: Exclusions
The Sassari Racecourse will inform UIM members and invited authorities about the status of participation declarations it receives, as and when they are received.
As there is, for regulatory and technical reasons, a limited number of horses starting per race, if the number of entries exceeds the authorized number, elimination will proceed (according to the race conditions referred to in Article 1 above).
Article 7: Final rules
Should a case arise that is not covered by these Regulations, the UIM office will be the only body authorized to regulate it.

HEALTH REGULATIONS:
Horses coming from abroad must have valid documents proving their good health, i.e. the absence of any clinical signs of contagious and infectious diseases (Coggins Test dated no more than 30 days prior).
It is also necessary to show certification of influenza vaccination according to European regulations (a copy of the page of the booklet certifying the vaccinations performed must be attached to the registration form)
Horses coming from the African continent, in addition to the aforementioned certifications and documents, must also have the following additional health documents required for temporary importation into France, the location of the health port (Marseille) to be used for entry into the European Community:
· African horse sickness test as described in Annex D of Directive 90/426/EEC, that is IN TWO STAGES, by means of two (2) blood samples taken at an interval of between twenty-one (21) and thirty (30) days, the second of which taken ten (10) days before export, with negative results for unvaccinated horses or results that do not show an increase in antibodies for vaccinated horses;
· Complement fixation test (C.F.T.) for dourine, with a negative result at a dilution of 1/10, carried out within ten (10) days prior to export;
· Complement fixation test (C.F.T.) for glanders, with a negative result at a dilution of 1/10, carried out within ten (10) days prior to export.
REGULATORY RULES:
For horses temporarily imported for participation in races, the following documentation must be deposited at the race society's office one hour before the start time of the race day:
1. identification booklet;
2. authorization to race, issued by the racing authority of the country of origin of the subject, which must be sent to MIPAAFT - Technical Office Area Sella in writing no later than the deadline for declaration of starters and not earlier than two days from that deadline. This document must certify that the horse is not subject to restrictions, that the trainer is duly licensed, and that the owner is duly registered. In the absence of this, the horse may be excluded from the race or a fine may be imposed.
3. veterinary certificate certifying the identification data of the subject detected before participation in the race by the veterinarian appointed by the Administration at the racetrack. This document, drawn up both graphically and descriptively on the 2014 form prepared by the Administration for the description of identification data, must also include the microchip reading or indicate its possible non-detectability;
4. certificate attesting the horse's performances in its racing career issued by the racing authority of the country of origin.
The race society's office must promptly forward to the Administration a photocopy of the identification booklet, the veterinary certificate referred to in point 3), as well as the performance records.
A secretarial fee is also due for the deposit of these documents.
Only horses registered in approved Stud Books may participate in races governed by the Administration.
