REGULATIONS OF THE MEDITERRANEAN DRIVERS CHAMPIONSHIP

Establishment of the Championship

Seen:

a) the Statute of the Mediterranean Horse Racing Union, art. 3, which establishes that among the specific tasks of the Association is the organization of an annual competition, called the "Mediterranean Championship";

b) the resolutions of the Council of the Mediterranean Horse Racing Union relating to the calendar, the name, and the regulations of the Mediterranean Championship;

The annual competition called "Mediterranean and Black Sea Drivers Championship" is established, according to the calendar attached to these regulations, of which it forms an integral part.

Participating drivers

The participating countries are not required to organize a race that is part of the Championship circuit, but they can still take part by being represented by their own professional driver. 

Each participating country designates for each event the driver who will represent it, following its own procedures and provided that the driver meets the following requirements, unless specific exemptions apply: - has achieved at least 25 career wins or, for countries with a trotting race calendar of 100 days or less per year only, has participated in at least 50 public races in their career, achieving at least 5 wins; - is provided with a forfeit list issued by their own federation indicating the wins and placings achieved in their career, the license number and its validity, and the absence of disciplinary measures against them as of the date of the race in which they are to participate; - is equipped with an insurance policy covering professional racing injuries valid abroad.

Participating nations

Each of the Racing Companies organizing the Championship undertakes to schedule, on the dates established by the attached calendar, a trotting race whose specific conditions allow one driver from each country participating in the Championship to compete.

Equestrian organizations and countries that are not members of the UIM - subject to a favorable decision by the Council - may participate in the Mediterranean and Black Sea Drivers' Championship and may also organize competitions of the Championship.

The equestrian organizations that are members of the UIM which, at the time of the resolution of the Mediterranean and Black Sea Drivers Championship calendar, are not in compliance with the payment of their membership fees for the current year and/or with the repayment plan agreed with the Association for the payment of any outstanding fees, cannot organize Championship competitions.

Organization of the tests

Each of the Federations organizing a round of the Mediterranean and Black Sea Championship undertakes to provide hotel accommodation and stay for the participating drivers and the escorts designated by each nation participating in the event, up to a limit of 3 per country. To allow representatives of nations that require an entry visa to reach the host country to receive it in time, the Federation must send nominative invitations to those concerned and forward the necessary documentation to the consular representations at least two months before the date of the race. If the number of drivers exceeds the number of available horses, the drivers participating in the event will be selected by drawing lots, with priority given to the driver from the organizing country; the eliminated drivers will have priority for the next stage. Each organizing Federation will encourage trainers to make an adequate number of horses available to the drivers participating in the Championship to allow them to compete.

It will also undertake, in accordance with its national regulations, to organize the chosen race as a Championship event under conditions that guarantee the participating drivers:

-  to ride quality horses of equivalent level;

-  that the horses are assigned to the drivers by public drawing, carried out in the presence of a representative of the Mediterranean Horse Racing Union;

- that the race has a number of horses as close as possible to the number of drivers participating in the Championship event, with a possible maximum surplus of 3 horses, except for any exceptions due to the national regulations of each country;

- the presence of reserve horses to be assigned to the drivers participating in the championship is foreseen in case of withdrawals, without prejudice to any exceptions arising from the national regulations of the individual countries.

For each Championship stage, if a representative of the Mediterranean Horse Racing Union cannot be present for all related operations, the organizing Member must appoint a responsible official, who will be tasked with: 1) attending the public draw of the horses, ensuring it is recorded on video and communicating the starting field in real time to the Technical Consultant of the Union; 2) verifying that the participating jockeys and drivers have been officially designated by the horse racing authorities of the countries they represent in the race, are in possession of the relevant forfait list and meet the other requirements set out in the regulations; 3) sending the following documentation to the Technical Consultant at the end of the race: official order of arrival, forfait list of participants, and video recording of the horse draw.

Scores and ranking

On the occasion of each race, points will be awarded to the drivers and nations based on the race result. Placings of horses driven by drivers not participating in the championship are excluded from the ranking for the purpose of awarding points. At the end of the last race of the Championship, a ranking by nation will be drawn up. The driver who has achieved the highest score among the representatives of the first-ranked nation will be awarded the title of Champion of the Mediterranean and the Black Sea. In the event of a tie, the ranking order will be determined by first considering the highest number of victories, then the number of best placings, and if the tie persists, a draw will be held.

The points, for each stage, will be awarded according to the order of arrival of the race as follows:

a) For the stages held in a single trial and for the stages held in 2 races with different horses:

12 points to the first, 9 to the second; 7 to the third; 5 to the fourth; 3 to the fifth; 2 to the sixth, seventh and eighth; 1 point to each participant not placed in the top 8.

b)   For the stages held in 2 races with different horses, the final number of points will be assigned by calculating the average of the points obtained by each driver in each race according to the scoring provided in point a)

c) For the stages held in 2 heats with the same horses, assigned to the drivers, in the second heat, in reverse order of the finish of the first race.

Scores for each battery:

8 points to the first, 6 to the second; 5 to the third; 4 to the fourth; 3 to the fifth; 2 to the sixth, seventh and eighth; 1 point to each participant not placed within the top 8 + a bonus of 2 points for drivers who place within the top 5 in both heats.

d) For the last stage:

- in the case of a single test:

24 points to the first, 18 to the second; 14 to the third; 10 to the fourth; 6 to the fifth; 4 to the sixth, seventh and eighth; 2 points to each participant not placed in the top 8.

- in the event that the last stage is contested in 2 races:

The score will be determined by the average of the points obtained by each driver in the 2 races according to the above paragraphs a) -2 races with different horses- or b) -2 heats with the same horses and swapped drivers- multiplied by 2, before applying any possible bonus.
